Sex Offender Risk Assessment & Management (SORAM)

SORAM (Sex Offender Risk Assessment and Management) has been in operation on a pilot basis since 2010.  The commencement of the Sex Offenders (Amendment) Act 2023 on the 13th November 2023 placed SORAM on a statutory footing.  

What is SORAM?

SORAM supports co-operation and co-ordination between key statutory organisations involved in managing the risk posed to the community by convicted sex offenders and in safeguarding the welfare of children. 

How does SORAM operate?

SORAM provides a structure for multi-agency working arrangements and is led jointly by An Garda Síochána and the Probation Service, with the active support of the Child and Family Agency, Local Authority Housing and the Irish Prison Service. It ensures that offenders who are subject to SORAM are appropriately risk assessed and effective management plans are prepared and implemented.  It provides a consistent model of multi-agency management nationally.

Are all sex offenders managed in SORAM?

Offenders who are convicted of a scheduled sexual offence and meet the relevant entry criteria are managed in SORAM.
