• Eisíonn an Garda Síochána a thríú Straitéis Gaeilge.
• Mar chuid den straitéis seo, seolann an Garda Síochána acmhainn foghlama Gaeilge ar líne don phearsanra.

Labhair í. Is Linn í – Fáinne Gaeilge An Gharda Síochána

Sheol An Garda Síochána a thionscnamh ‘Labhair í. Is Linn í’ inniu, an 2 Márta 2022 le tacú le húsáid na Gaeilge laistigh den eagraíocht agus den phobal i gcoitinne agus leis an úsáid sin a mhéadú agus a chur chun cinn.

D’fhorbair Conradh na Gaeilge trí Fháinne sonrach don eagraíocht, an Fáinne Óir, an Fáinne Airgid agus an Fáinne Cúpla Focal. Is féidir leis an bpearsanra ar fad Fáinne a chaitheamh chun líofacht sa Ghaeilge a thaispeáint nó toilteanas an teanga a labhairt a chur in iúl.

"Tá Conradh na Gaeilge an-sásta a bheith páirteach sa tionscnamh seo leis An Garda Síochána. Tá súil againn go spreagfaidh úsáid an Fháinne i measc An Garda Síochána úsáid na Gaeilge i measc an phobail. Beidh muid ag scaipeadh an scéil i measc bhaill an Chonartha agus sa phobal trí chéile le súil a choinneáil amach agus Gaeilge a labhairt leis na Gardaí le fáinní”, a deir Julian de Spáinn, Ard Rúnaí Chonradh na Gaeilge.

Tá breis agus 1,000 pearsanra ar fud an Gharda Síochána tar éis clárú chun Fáinne Gaeilge a chaitheamh. Leanfaimid ar aghaidh lenár n-iarrachtaí níos mó pearsanra a spreagadh chun Fáinne a chaitheamh sna seachtainí agus sna míonna amach romhainn. Cinnteoidh an Fáinne go bhfuil bealach éifeachtach ag an bpobal comhaltaí a bhfuil Gaeilge acu a aithint go héasca.

Eisíodh físeán promóisin chun cur síos a dhéanamh ar aidhm an tionscnamh seo agus chun spreagadh a thabhairt don phobal páirt a ghlacadh ann. Is féidir teacht air ar ár gcainéil mheán sóisialta ó 11am an 2 Márta.

Straitéis Gaeilge

Tá áthas ar an nGarda Síochána a thríú Straitéis Gaeilge a sheoladh inniu. Léiríonn an Straitéis seo ár dtiomantas chun sheirbhísí Gaeilge a sholáthar do bhaill an phobail agus ár dtiomantas na hoibleagáidí reachtúla teanga go léir atá leagtha síos orainn a chomhlíonadh.

Tá sé mar chuspóir ag an straitéis tacú le húsáid na Gaeilge sa Gharda Síochána agus an úsáid sin a mhéadú agus a chur chun cinn agus fíor-rogha teanga a éascú dár n-úsáideoirí a labhraíonn an Ghaeilge trínár seirbhísí dátheangacha a chur ar fáil agus a chun cinn go gníomhach. Sainaithníodh trí réimse straitéiseacha mar chuid den straitéis seo. Is iad seo a leanas na réimsí:

Réimse Straitéiseach 1: Earcaíocht agus Pleanáil an Fhórsa Saothair
Réimse Straitéiseach 2: Forbairt na Gaeilge agus Feasacht ar an nGaeilge
Réimse Straitéiseach 3: Cur Chun Cinn na Gaeilge agus Rannpháirtíocht leis an nGaeilge

Agus an straitéis seo á cur i bhfeidhm, díreoidh muid ar líon na gcainteoirí Gaeilge a thagann isteach sa Gharda Síochána a mhéadú agus cinnteoidh muid go bhforbraítear pleananna oiriúnacha fórsa saothair chun seirbhísí a sholáthar trí Ghaeilge do bhaill an phobail.

Dúirt Coimisinéir An Gharda Síochána Drew Harris- "Tá áit fíorthábhachtach ag an nGaeilge, mar theanga náisiúnta agus céad teanga oifigiúil na tíre, sa Gharda Síochána agus tá dualgas orainn tacaíocht a thabhairt di.

"Tá ár dtionscnamh straitéiseach dírithe ar úsáid leathan na teanga a neartú níos mó laistigh d’ár n-eagraíocht agus ar bhonn laethúla sa Gharda Síochána ar fud na tíre agus comhaltaí i mbun a ndualgas. Tugann sé an-misneach dom tacaíocht fhoireann an Gharda Síochána a fheiscint maidir leis an tionscnamh seo tríd an fáinne nua-dheartha a chaitheamh. Táimid ag súil go mór le breis tacaíochta don tionscnamh iontach seo sna seachtainí agus sna míonna amach romhainn.

"Tá dlúthbhaint ag an nGaeilge le haitheantas na nGael agus dá bharr tá sé ríthábhachtach go ndéanaimid ár seacht ndícheall, mar sheirbhís slándála agus póilíneachta náisiúnta na hÉireann, chun go mbeidh misneach ag an bpobal agus go mbeidh siad ar a gcompórd labhairt leis na Gardaí trí mheán na Gaeilge.”

I gcaitheamh na chéad trí bliana eile amach romhainn, tá sé de chuspóir againn an méid pearsanra a labhraíonn Gaeilge agus ar féidir leo seirbhísí dátheangacha a sholáthar a mhéadú trí chlár forbartha nua Gaeilge. Anuas air sin, músclóimid feasacht ar ár n-oibleagáidí reachtúla teanga i measc an phearsanra agus ar an tábhacht a bhaineann le cúirtéis teanga a léiriú i gcónaí.

Spreagfaimid agus tacóimid leis an bpearsanra dul i dteagmháil lena chéile agus le baill den phobal trí mheán na Gaeilge.

Acmhainn ar Líne don Gharda Síochána

Gné lárnach den Straitéis Gaeilge is ea deiseanna a chur ar fáil don phearsanra feabhas a chur ar a gcuid scileanna teanga trí mhodhanna oiliúna cumaisc. De bharr na ndúshláin a bhaineann le hobair póilíneachta agus na deacrachtaí a chruthaíonn sé sin do phearsanra freastal ar ranganna go rialta, tá acmhainn chuimsitheach ar líne á seoladh anois againn agus é dírithe ar fhoghlaimeoirí ar mian leo feabhas a chur ar a nGaeilge nó oibriú i dtreo líofacht a bhaint amach. Tá an acmhainn seo forbartha i gcomhar le Gaelchultúr.

Is é an clár, ar a dtugtar An Fórsa ag Foghlaim (Leibhéal A2), an chéad acmhainn as ceithre cinn atá le forbairt ag Gaelchultúr. Beidh an acmhainn ina hábhar tacaíochta don Gharda Síochána agus iad ag comhlíonadh a gcuid dualgas chun níos mó seirbhísí trí Ghaeilge ar ardchaighdeán a chur ar fáil don phobal.

"Tá ríméd orainn a bheith ag obair leis an nGarda Síochána ar an acmhainn teanga an-fhiúntach seo. Creidimid go rachaidh sé go mór chun sochair do na Gardaí agus don phobal sna blianta atá romhainn.” a dúirt Niamh Ní Chadhla, Príomhoifigeach Feidhmiúcháin Gaelchultúr.

Tá meascán den teanga laethúil agus de stór focal a bhaineann go sonrach le hobair na nGardaí le fáil san acmhainn foghlama idirghníomhach seo, nár forbraíodh a leithéid riamh roimhe seo, agus cuirfear ar fáil í do gach Garda sa tír.

• More than 1,000 Garda personnel have signed up to wear a Fáinne Gaeilge as part of Labhair í. Is Linn í, an initiative encouraging the use of Irish across the organisation.
• An Garda Síochána releases its third Irish Language Strategy
• As part of this strategy An Garda Síochána launches an Irish online learning resource for personnel.

Labhair í. Is Linn í – Fáinne Gaeilge an Gharda Síochána

Today, March 2, 2022, An Garda Síochána launches its ‘Labhair í. Is linn í’ initiative to support, increase and promote the use of the Irish language within the organisation and the wider community.

Three pin badges, the Gold Fáinne, the Silver Fáinne and the Cúpla Focal Fáinne have been specially developed for An Garda Síochána by Conradh na Gaeilge. They can be worn by all personnel who wish to show their willingness to use whatever Irish they have.

"Conradh na Gaeilge is delighted to be involved in this initiative of An Garda Síochána. We hope that the use of the Fáinne by An Garda Síochána will encourage the use of Irish in the community. We will be spreading the word amongst our members and in the community to keep an eye out and to speak Irish with the Gardaí wearing the Fáinne”, Julian de Spáinn, General Secretary for Conradh na Gaeilge said.

In excess of 1,000 personnel so far across An Garda Síochána have signed up to wear a Fáinne Gaeilge ahead of the launch of Labhair í. Is Linn í, and we will continue to encourage more personnel to wear the Fáinne in the weeks and months ahead. The Fáinne will provide an effective way for members of the public to easily identify Irish-speaking personnel.

A promotional video has been released to explain this initiative and to encourage the public to engage. It can be accessed below and on our social media channels from 11am on March 2.

Irish Language Strategy

An Garda Síochána is also pleased to launch its third Irish Language Strategy today. This Strategy demonstrates our dedication to providing Irish language services to members of the public and our commitment to fully complying with all our statutory language obligations.

The strategy aims to support, increase, and promote the use of the Irish language in An Garda Síochána and facilitate genuine language choice to our Irish-speaking users by actively offering and promoting our bilingual services.

Three strategic areas have been identified as part of this strategy. They are as follows:

Strategic Area 1: Recruitment and Workforce Planning
Strategic Area 2: Irish Language Development and Awareness
Strategic Area 3: Irish Language Promotion and Engagement

In implementing this strategy, we will work to increase the number of Irish speakers joining An Garda Síochána and work to ensure appropriate workforce plans are developed to provide services through Irish to members of the public.

Garda Commissioner, Drew Harris said – ‘As the national and first official language of Ireland, Irish holds an important place in An Garda Síochána, and we have a responsibility to support it.

"Our strategic initiative is focused on further strengthening its wide use both within our organisation, and in the day-to-day duties of Gardaí nationwide. It is really encouraging to see so many Garda personnel embrace these efforts, and commit to wearing the newly designed Fáinne pin badge and we look forward to even more signing-up to this excellent initiative in the weeks and months ahead.

"The Irish language is so closely associated with the identity of the Irish people, and so it is absolutely paramount that we do all we can as Ireland’s national police and security service, to ensure that the public feel encouraged and at ease to engage with Gardaí through the medium of Irish.”

Over the next three years, we aim to increase the number of Irish-speaking personnel who can provide bilingual services through a new Irish language development programme. In addition, we will raise awareness around our statutory language obligations among personnel and the importance of demonstrating linguistic courtesy at all times.

We will encourage and support personnel to engage with each other and members of the public through the medium of Irish.

Online Resource for An Garda Síochána

A core element of the Irish Language Strategy is to provide opportunities for personnel to improve their language skills through blended training methods. Due to the nature of policing work and the resulting challenges for some personnel attending regular classes, we are now launching a new comprehensive online resource aimed at learners who wish to improve their Irish or work towards fluency. This is being provided in conjunction with Gaelchultúr.

The programme entitled, An Fórsa ag Foghlaim (Leibhéal A2), is the first of four resources to be developed by Gaelchultúr, and it supports An Garda Síochána in fulfilling its duty to enhance the availability and the quality of Irish language services provided to the public.

"We are delighted to be working with An Garda Síochána on this very worthwhile language resource. We believe that it will be of great benefit to the Gardaí and to the public in the years to come,” Niamh Ní Chadhla, Gaelchultúr’s Chief Executive Officer said.

Combining everyday language for communication with vocabulary specific to the work of the Gardaí, this interactive learning resource is the first of its type to be developed and it will be made available to every Garda in the country.
