Business/Interest Groups | I am making this request under the Freedom of Information Act 2014 and would like to request information regarding the financial and policy aspects of An Garda Síochána’s involvement in the transport of explosives for commercial end users, such as quarries and mining operations. My primary concern is to understand who is responsible for covering the costs associated with Garda oversight of explosives transport and whether commercial operators (e.g., quarrying and mining companies) are billed for this service. To that end, I am requesting information on the following: 1. Cost Responsibility & Billing Structure • Is there a formal policy regarding the financial responsibility for Garda involvement in escorting, monitoring, or overseeing the transport of explosives? • Are commercial operators, such as quarries or mining companies, required to pay for Garda resources allocated to this activity? • If costs are billed to commercial entities, how are these charges calculated, and is there a set fee structure or cost-recovery mechanism? • If Garda resources are allocated without charge to the commercial sector, what is the justification for this policy? 2. General Transport Policy for Explosives • Does An Garda Síochána have an established set of procedures or risk assessments for the transportation of explosives for commercial use? • Are there security protocols that dictate Garda involvement in transport operations? 3. Cross-Border Transport (Northern Ireland End Customers) • If explosives are transported to an end customer in Northern Ireland, does this trigger different policy considerations? • Are there any specific agreements, billing arrangements, or coordination mechanisms between An Garda Síochána and authorities in Northern Ireland regarding explosives transport? • If commercial end users in Northern Ireland are involved, who is financially responsible for any Garda resources used in overseeing or escorting the transport? Security Considerations & Partial Response Request I understand that some aspects of this request may involve security-sensitive information. In such cases, I request a partial response, focusing at minimum on the cost responsibility and billing structure. If any parts of the request cannot be disclosed, I would appreciate confirmation of whether relevant policies exist, even if specific details must be withheld. | Part Grant | Decision_Letter_FOI_000078_2025_Transport_of_Explosives_for_Commercial_Users.pdf (size 4 MB) |
