Modernisation and Renewal Programme (MRP)

What is MRP

MRP picOn the 9th June 2016, An Garda Síochána published its five-year Modernisation and Renewal Programme (MRP). It is an ambitious programme that sets out the vision for the future of policing in Ireland to transform, modernise and renew the organisation and ensure it can meet present and future policing and security challenges. The plan is based on feedback from employees and the community, inputs from the Government’s reform agenda, and key findings from the reports into the organisation over the last number of years by stakeholders such as the Garda Inspectorate and the Garda Síochána Ombudsman Commission. In addition, as police services around the world are facing the same challenges, change programmes conducted by police services in the US, New Zealand, Australia, Europe and the UK, as well as those by public and private sector bodies, have been studied.

What will it acheive

  • Increased visibility of Gardaí who are equipped with the tools, training and resources they need to do their jobs.
  • Crime prevention will become An Garda Síochána’s number one priority.
  • Placement of victims at the heart of the Garda service.
  • Enhanced collaboration with national and international partners to tackle and disrupt terrorism and organised crime.
  • Introduction of advanced IT systems to enhance the investigation of crime.
  • The hiring of civilians with the right skills and placing them in the right roles to enhance the professionalism of the organisation and increase Garda presence in the community.
  • A diverse service that is representative of the various communities it serves.
  • A renewal of Garda culture, a focus on living up to values, and listening to and learning from the experience and expertise of our partners.
  • Strengthened governance and enhanced risk management.

Whats coming next 

Court Presenters

Dedicated Court Presenters (Sergeant Rank) will present non-contested cases in the District Courts of an additional 14 Divisions outside of the Dublin Metropolitan Region (DMR) in Quarter 4 2018.

This allows Gardaí that were previously allocated to court duties to be reassigned to frontline duties.  Furthermore, it enables Inspectors and Superintendents to focus on their core functions.

Roster & Duty Management System (RDMS)

RDMS is a new system to improve the scheduling and deployment of resources in all Divisions / Sections. The project pilot commenced in June 2018 in the Eastern Division of the Dublin Metropolitan Region (DMR), with a national rollout for all personnel being planned.

This will greatly enhance the organisation’s ability to effectively plan resource deployment and easily identify numbers and locations of skilled members.

Garda National Cyber Crime Bureau (GNCCB)

An Garda Síochána plans to enable the GNCCB to provide a high quality national support role in guidance and oversight through creating both Regional cybercrime units and the expansion of the National Bureau. These centres will provide accessible computer forensic and cybercrime investigation capabilities at a Regional level, enhancing An Garda Síochána’s services to the public, while addressing service demands more efficiently and in a structured manner.  There is a plan to establish six Regional Units alongside the expansion of the National Bureau by the end of 2019.

Computer Aided Dispatch (CAD)

The National Rollout of CAD is to commence deployment nationwide by the end of 2018 which will introduce a standardised approach to calls for service. This national rollout will result in existing Divisional Control Centres being incorporated into four Regional Control Centres, with the introduction of Garda Staff Call Takers nationwide. Each Control Centre will have access to real-time information to enable a more efficient approach to assisting the public. Dispatchers will be able to deploy the most appropriate resources to the incident recorded, resulting in faster response times.

CAD
Enterprise Content Management (ECM)

ECM is an improved IT system to store, search and manage digital content. It replaces the existing file management system to best support integration with upcoming IT systems across An Garda Síochána. The first phase of this initiative was deployed to the Eastern Region in July 2017 and a national rollout is currently in the planning stage.

Investigations Management System (IMS)

IMS is an electronic system that will standardise, digitise and support the management of all investigations in An Garda Síochána. Waterford Division will be the first location in which IMS will be deployed, supported by Garda Information Services Centre (GISC), the Garda National Technical Bureau (GNTB) and a portion of the headcount of all Specialist Sections. A national rollout of the system is planned throughout 2019.

Project 21:21 Workforce Modernisation

The vision of the Workforce Modernisation project is to ensure An Garda Síochána will have the right people, with the right capability in the right roles ensuring that they are operating efficiently to maximise visibility in communities. To date over 152 Gardaí have been reassigned to frontline duties, with progress underway on identifying further roles for reassignment in the near future.

What other projects are coming

Cultural AuditFollowing on from the publication of the Cultural Audit, a robust plan will be developed to address findings of the audit in order to reform the culture in the best interests of all those who work with, and are served by, An Garda Síochána.
Divisional Protective Services Units (DPSU)These units will offer greater levels of care to vulnerable victims within the communities An Garda Síochána serves. Currently, the establishment of additional centres of excellence for the investigation of crimes involving vulnerable victims are planned for 2018.
Divisional Policing Model (DPM)A project to redesign and restructure policing and back office functions at Divisional Level to embed a new management structure, reporting lines, process efficiencies and ways of working.
SchengenA system to receive and action alerts on people, vehicles and property from participating member states. This will enhance both national and international security due to the integration of the system with European-wide information systems.
ACTIVE MobilityThis initiative is aimed at providing members of An Garda Síochána with mobile access to information and technology, enabling them to work on the go and maintain a greater presence in communities and on roads.
Performance Accountability Framework (PAF)This project outlines a set of guidelines to be applied at Unit, District, Divisional and Regional level to formalise accountability at all sections within An Garda Síochána.  The project will ensure that managers are assisted and that systems are standardised to help them address all activities within their area of operation including the management of incidents, resources, risks, finance, general administration and the successful implementation of the Policing Plan.
