New Public Procurement Guidelines for Goods and Services July 2017

The Public Procurement Guidelines for Goods and Services, Version 1 July 2017 was launched by the Minister for Finance and Public Expenditure.

These Guidelines take account of the new Procurement Directives which came into force in April 2016 and are designed to inform public sector buyers on the impact of the new Directives and the need to encourage SME participation in public contracts. The Guidelines will also assist An Garda Síochána in meeting its corporate governance requirements in relation to procurement and also assist in relation to embedding an ethical approach to doing business with suppliers.

An Garda Síochána is committed to promoting best practice and consistency of application of the public procurement rules in relation to goods and services. In addition, An Garda Síochána is very supportive of the role of the Office of Government Procurement and it is our policy to consult with them in advance of going to market for goods and services in excess of €25,000.

Currently, An Garda Síochána utilises OGP frameworks covering categories such as ICT, Facilities management, Utilities, Outsourced services, Training and HR Services and Professional Services for example. An Garda Síochána also works with other agencies in the Defence and Security sectors  promoting collaborative exercises designed to maximise value.

However, there are occasions when An Garda Síochána tenders for bespoke solutions in its own right and the e-Tender system is our primary means of communicating our requirements.  These guidelines, up to date template tender documentation as well as the OGP plans for new tenders/frameworks can be access through the OGP website www.procurement.ie.

Also, If members have any questions in relation to OGP or Garda plans for goods or services they require they can contact the Tender Office in Garda HQ at the tenderoffice@garda.ie.   The Tender Office maintains a database of Garda contracts which is updated as new OGP frameworks or Garda contracts are entered into.

Suppliers who wish to tender for Garda business should register as a supplier on www.etenders.gov.ie following the instructions. This service is free of charge to suppliers.
