Traffic Management Information - Oxegen Concerts from the 2nd to the 5th August 2013

At Punchestown Racecourse, Naas, Co. Kildare

Message from Superintendent Ian Lackey, Naas to all attending the Oxegen Festival in Punchestown Racecourse this August Bank Holiday weekend -


Use public transport if possible, arrive in good time.  Patrons under the influence of alcohol or drugs will not be permitted to enter the venue.  Patrons are requested to comply with the directions of stewards and Gardai and respect the local area around Punchestown.  Our aim is that all patrons have a safe and enjoyable experience and that there is minimal disruption to the local community


In addition, patrons are reminded to comply with the terms and conditions of entry to the concerts, that alcohol may not be consumed in public areas around Punchestown.  Persons entering the concert site are liable to be searched.  Alcohol and any items which may be used as a weapon will be seized.  People attending the concerts should arrive early and allow sufficient time to pass through security checks.


Superintendent Ian Lackey, Naas points out that approximately 85,000 people attended a hugely successful Oxegen Festival at Punchestown in 2011 and that this was achieved through the cooperation of all involved.  On behalf of An Garda Síochána and as the local Superintendent he wishes all patrons a very enjoyable and memorable visit to Oxegen this weekend


Travel Routes


Blue Route – Parking / Set Down


Traffic from the M1, N2, N3, N4 and N11 will travel via the M50 to the N7 (Dublin / Limerick Road).  Traffic will travel southbound from the N7 will leave the motorway at Exit 9. Travel into Naas and onto the Blessington Road via the R410 and onto Punchestown Racecourse.


The Blue Car Park is accessed from the Naas / Blessington Road (R410), approx. 1km down the Walshestown Road on the right hand side. Parking access for daily patrons on site will use access gates off the Walshestown Road, Gate 1A. There is no fee for parking for day ticket holders in this car park.


The Set Down Area is located beside the Blue Car Park.  The set down area is accessed by the same route to the Walshestown Road. Patrons who are being dropped on site will use access Gate 1C. Traffic in this area will follow the internal roads and signage in order to drop off their passengers and exit the Event site.


Patrons are advised to allow sufficient time for their journey and follow the Event signage located on each route in order to safely arrive at their appropriate location


Red Route - Camping


1. Traffic travelling from South Dublin can travel via the N11, N81 (Tallaght / Blessington Rd) through Ballymore Eustace (R411) and the follow directional signage to Punchestown Racecourse.


2. Traffic from the South East (N9, N78, N80, M9) can travel via M9, the Carlow or Athy routes through Kilcullen and onto the Naas Rd.  At Mylerstown Cross (Naas to Kilcullen Rd) traffic will turn right and onto Punchestown Racecourse.


3. Traffic from the South / South West can travel via the N8, N7, M7 turning off at Newbridge exit (Exit 12) and right at the top of the slip road towards Kilcullen (R413).  Patrons will follow directional signage to Athgarvan School where traffic will turn left, through Athgarvan Village,  straight onto Two Mile House to Mylerstown Cross and then turn right onto the R448 (Kilcullen Road) and immediate left to the L2023 (Rafferty's Mill to Watchouse Crossroads) and right to the Red Car Parks.


4. Traffic travelling from South East can travel via the N81 (Tullow / Blessington Rd) through Ballymore Eustace (R411) and the follow directional signage to Punchestown Racecourse.


5. On the R445 (Newbridge to Naas Road), traffic will be directed right at the Jigginstown traffic lights onto the R447 (South Ring Road) and then the R448 (Kilcullen Road) to the L2023 (Rafferty's Mill to Watchouse Crossroads) and right to the Red Car Parks.


The Red Car Park & Campsite is accessed from the Ballymore Eustace Road, Naas (R411). Traffic will enter a processing area in the car park off the road, where staff will conduct checks on tickets, car passes and searches in accordance with the terms and conditions of entry to site. Week-end parking passes may be purchased in advance at a cost of €20


Patrons are advised to allow sufficient time for their journey and follow the Event signage located on each route in order to safely arrive at their appropriate location


Traffic Issues


1. Parking and Traffic delays may occur however patrons are strongly advised to allow sufficient time for their journey and use public transport
     to / from the event.


2. There is sufficient parking on site for the expected traffic, with the Red Car Park reserved for campers and the Blue Car Park reserved for day ticket holders


3. On site car parks are adjacent to the event site and are in green field locations. There may be up to a 60 minute delay in exiting on site car parks at the end of concerts as Public Transport, Coaches and Park and Ride Shuttles will be given priority.


Public Transport Access


Public Transport will approach the Event site via the Blue Route and will enter the bus park / set down area on site through the Main Gate (Gate 3).


Public Transport & Coaches will receive priority both to / from the venue.


Shuttle Bus – Naas


A shuttle bus service will operate between Naas and the Punchestown Site over the course of each day. Buses will travel from site to Naas town centre via the R411 (Ballymore Eustace Road) through the town centre to the Drop Off / Pick Up Point at Kavanagh's Public House, Naas.


This service may be subject to a CHARGE between Punchestown and Naas, but there will be no charge from Naas to Punchestown.


Dublin Bus


Dublin Bus will provided a services to and from Punchestown for OXEGEN 2013. Advanced booking is recommended. Demand from Dublin (Parnell Square) is managed and monitored throughout the event day. The number of buses serving the route is adjusted to match the demand.


An Garda Siochana and Event Promoters wish to urge all patrons attending the event to use Public Transport.


Public Transport & Coaches will receive priority both to / from the venue.


Private Coaches


Private coaches will be accommodated in a designated area on site. A separate queuing system will be in place for patrons of this system that will be well lit and signposted.


Public Transport & Coaches will receive priority both to / from the venue.


Drop-Off & Pick-Up Facilities – Taxi


The Drop Off / Pick Up Area is located beside the Blue Car Park.  The set down area is accessed by the same route to the Walshestown Road. Patrons who are being dropped on site will use access Gate 1C. Traffic in this area will follow the internal roads and signage in order to drop off their passengers and exit the Event site.


Vehicular Access for the Mobility Impaired


The Event Promoter will provide designated parking for persons with mobility impairment. Access to this area will be through Gate 1C. Patrons shall follow the signage and may be directed to this designated area by staff. Enquiries
in this regard should be forwarded to the Promoter by email at access@mcd.ie


Illegal Parking


No parking of vehicles will be permitted on any of the approach routes to this concert site on the days of the event.  Parking restrictions will be in place on roads leading to the concert site.  Vehicles found breaching the restrictions will be towed away and towing charges will be incurred in such cases.
 

Emergency Access Route


The Craddockstown Road, Naas has been designated as the event Emergency Route and will be manned by Gardai at all times for the duration of the event.  This route will be used by emergency vehicles and residents only. No other vehicles including taxis, buses etc will be allowed access this route. 


Local residents will have resident car passes, issued by the Event Promoter


Event Signage


All routes to / from the event site will have directional signage.  The signs used for this event will be VMS (Variable Message Signs – Flashing Signs) and directional boards. 


The signage will indicate the RED and BLUE Car Park Routes.


All patrons attending are advised to pay attention to event signage and follow directions of Gardai and stewards when arriving and leaving the event site(s).


Garda Control Room


An Garda Siochana will have a Garda Control Room on site in Punchestown who will alert media in the event of any traffic alternations / disruptions during the course of the event.
