Walking On Cars concert in the Royal Hospital Kilmainham

On Saturday, the 24th June 17

Local Traffic

This event should not substantially affect local traffic in the surrounding area as it is being promoted as a ‘walk in’ event, with a number of additional traffic modifications and road closures implemented by Gardai locally.

There will be ‘no parking available for the public’ at or in the vicinity of the RHK.

1. Military Road will be closed to vehicle traffic from the junction with Johns Road West from 3pm till stand-down, and also the junction with Kilmainham Lane/Bow Lane West for the same periods.  Some Disabled Access vehicles, and work vehicles seeking access to the East Gate will be facilitated access through this junction.

2. Military Road will be available for use by Dublin Bus during all times of the events each day. This will also be available for use by emergency vehicles.

3. Military Road will remain open to all traffic travelling outbound towards St. John’s Road West only.

4. Kilmainham Lane will be confined to one-way traffic outbound only from 3pm each day during these events.  Both road closures will be enforced by use of barriers, cones and Garda presence.

No parking in RHK

No parking available in the RHK will be heavily advertised by the promoter to help avoid congestion in the vicinity of the venue.  There will be no additional street parking available locally to facilitate these events.

Vehicles parked illegally by patrons attending the events will be dealt with by way of clamping by Dublin Street Parking Services or towed by local tow wagon on notification by Gardai.  However some people will use their cars to get to the venue and the following are suggestions for car parking which obviously will involve walking:  Phoenix Park, Hilton Hotel, Heuston Station, Inchicore Village, James St area, Rialto, Oblates Church, Goldenbridge Industrial Estate.

The RHK museum will be open as normal during these events but without parking for persons attending museum.

Disabled Parking

Cars displaying a disability badge only will be permitted to enter the venue by the East gate.

Pedestrians

Pedestrian access and egress before and throughout the event will be via East Gate to Military Road only, while the West Gate will be utilised as the Emergency Access point to venue, but will be opened for pedestrian exit at end of event.  Barriers will be erected at the West Gate to ensure the safety of pedestrians exiting the event.

Tickets will be provisionally checked at East gate and barrier/corral system erected further along the avenue at the event cordon in order to alleviate queues forming outside.

Additional Garda will be deployed at end of event to stop traffic if necessary to ensure the safety of people crossing SCR, Military road, Bow Lane, St John’s Road West.

Taxis

A “drop and go” system will be in operation for taxis on Johns Road West in the vicinity of Heuston Station and on Kilmainham Lane at junction with Irwin Street.  There will be no taxi ranks or permitted pick up points on St John’s Road West (Outbound),  St Johns Road West (Inbound) , Con Colbert Road, South Circular Road, Military Road, Kilmainham Lane, Bow Lane West or St Johns Road West (Outbound).  A number of Traffic Units will be employed to enforce this procedure rigorously on each night.  No taxi access will be permitted at any time onto Military Road before or during the event on any day.

Luas

The Luas stop on Davitt Rd/Suir Rd and Heuston Station are the closest Luas stops to the event for patrons entering via the East Gate.

Emergency Route

The West Gate will act as the dedicated Emergency Route for residents, population and the event.

Barriers and Cones

There will be barriers erected around the venue within the RHK to prevent patrons getting into the venue without tickets and there will also be a private security presence inside the venue.

Main Car Park

There will be no parking for the public attending concerts in the ground of the RHK.

East Gate Entrance

All authorised vehicles entering the RHK will use this gate i.e. buses and wheelchair. Members employed here will be required to take control of the area outside the East Gate and direct traffic to allow safe egress of emergency vehicles as necessary, and pedestrians exiting/entering the event.

Traffic Exiting

All traffic exiting the RHK will leave via the East Gate when safe to do so.

Kilmainham Lane/SCR Junction

For the duration of these events, Kilmainham Lane will be changed to a one-way traffic flow system, outbound only, with no entry for vehicles from SCR.  When implemented this rule will be rigorously enforced for all vehicles, including taxis, residents and motor cyclists.

Road Closures after Event:

From approx 10.15pm on weekdays and 10.30pm on weekends, or slightly later if deemed safe to do so, the following road closure will come into place for the purpose of crowd safety in terms of patrons leaving the RHK concert event.

• St John’s Road West (Outbound) will be closed by Gardai for all traffic including taxi’s and public transport vehicles, and will divert all traffic onto Heuston Bridge towards Parkgate Street and Conyngham Road.

• St John’s Road West (Inbound) will be closed by Gardai for all traffic including taxi’s and public transport vehicles, and will divert all traffic onto South Circular Road towards Parkgate Street and Conyngham Road.

• Bow Lane West will be closed to all outbound traffic from James Street including taxi’s and all traffic will be diverted outbound along James Street.  This will effectively prevent taxi issues arising within the sterile areas entirely while patrons are leaving the area en masse.

• South Circular Road (Outbound) will be closed temporarily at junction with Emmet Road, and traffic diverted left onto Emmet Road or right onto Old Kilmainham for duration of closure.  Traffic inbound along Emmet Road will not be allowed turn left onto South Circular Road, but diverted inbound towards City Centre.

• South Circular Road (Inbound) will be closed temporarily at junction with Con Colbert Road and there will be no right turn for traffic from junction of N4 inbound towards South Circular Road.

The effects of these traffic closures will create a safe area for dispersal of patrons leaving the RHK event in every direction, and limit the amount of traffic delays caused by taxi pick-up normally associated with such event aftermath.  No taxi or other public transport vehicles will be allowed operate within this area during these closures.
