Garda Estate Management

Reflecting the needs of an organisation with a personnel complement of approximately 15,000 personnel, the portfolio of buildings and accommodation in use by An Garda Síochána is significant and diverse.  The estate of Garda buildings and accommodation incorporates 569 (correct as of 13/5/22) individual stations and a range of national, support, administrative and specialist accommodation and facilities.  Garda stations range from large Regional and Divisional Headquarter facilities with large personnel levels delivering multiple policing functions, down to “basic units” operating predominantly in rural areas that provide public-facing functions with limited opening hours.  Non-station accommodation includes national facilities such as Garda Headquarters at Phoenix Park in Dublin, accommodation for National Support Services at Harcourt Square and the Garda College in Templemore.

Garda accommodation comes under the portfolio of State property, the management and maintenance of which is the responsibility of the Office of Public Works (OPW). Its functions include building management and maintenance, the provision of new accommodation by way of purchase, construction, or rent, and the design, procurement and management of construction, renovation or maintenance projects. 

The programme of refurbishment and replacement of Garda accommodation throughout the country is determined on the basis of accommodation priorities identified by An Garda Síochána.  The OPW, on foot of an analysis of the accommodation priorities determined by An Garda Síochána, provides options on identifying appropriate, cost effective solutions to the requirements of An Garda Síochána.  Garda accommodation projects are progressed having regard to the level of capital funding that is available in the OPW Vote for Garda projects.

Garda Estate Management co-ordinates all accommodation requirements of An Garda Síochána and liaises with the OPW. This includes new buildings as well as refurbishments, extensions and maintenance of Garda premises. 

The funding of capital works undertaken by the OPW on behalf of An Garda Síochána is met primarily from the Vote of the OPW.  Capital expenditure includes all site purchases, new buildings, refurbishments, leases and fit-outs. In addition, a budget to cover minor emergency maintenance works is provided for in the Vote of An Garda Síochána.

Garda Estate Management also supports the implementation of the Garda Environmental Strategy through interaction with the OPW.
