Information about Fixed Charge Notices

The Fixed Charge Processing Office (FCPO) processes all notices issued following the capture of information by manual notepads, electronic notepads and speed cameras. There are 380 traffic offences which are the subject of Fixed Charge Notices.  

The FCPO was established in 2003 and is located in Thurles, County Tipperary. Some 68 Civilian Personnel and a Garda Inspector work there. An Assistant Principal is responsible for the office and reports to the Chief Superintendent in charge of the Garda National Traffic Bureau. 

The purpose of the Fixed Charge Processing System is as set out in the Road Traffic Act 2002 (as amended). 

Objectives of the Fixed Charge Processing Project 

From a Garda perspective the Fixed Charge Processing project objectives included:-

  • Ensuring An Garda Síochána's policies, practices and procedures were consistent with legislative requirements
  • Increased capacity to process fixed charge offences
  • Centralising the administration and processing of fixed charge offences
  • Outsourcing printing and payment collection
  • Improving the Garda organisation's ability to provide effective management information

These objectives support An Garda Síochána’s strategic goal of Reducing the incidence of fatal and serious injuries and improving road safety through:-

  • Increased Garda visibility and enforcement
  • Reduction in Garda time spent on administration
  • Reduction in Court appearances
  • Improved decision making

Recent changes and expanding role

  • Introduction of 8 new mobile speed detection vans incorporating digital technology
  • Proposed outsourcing of the operation of safety cameras
  • Extension of the Fixed Charge System to include offences specific to the operation of heavy goods vehicles
  • Public order Notices issuing since September 2008 for offences committed under Sections 4 and 5 of the Criminal Justice (Public Order) Act 1994
